Project Rising Tide was founded by Shay Marshall, who recognized the urgent need for better resources to support young people on probation. With over 12 years of combined experience in the mental health field, the Department of Juvenile Justice, and as a Guardian ad Litem, Shay is deeply committed to making a positive impact on the lives of these youth.

Shay's journey began with seven years in the U.S. Army's mental health field. After a medical retirement, she transitioned to a new path as a juvenile probation officer. This role gave her invaluable insight into the unique challenges young people face within the justice system.

Her extensive educational background includes an Associate of Arts in Interdisciplinary Studies, a Bachelor of Science in Psychology: Military Resilience with a minor in Criminal Justice, and a Master's in Educational Psychology. Currently, Shay is pursuing a doctorate in Behavioral Health Management at Arizona State University. This strong academic foundation, combined with her practical experience, has given Shay an in-depth understanding of the importance of integrated mental health resources, referrals, and overall health and well-being. She also has a natural ability to connect with and relate to youth, a skill refined through her professional and personal experiences.

 

Having overcome humble beginnings and personal struggles, Shay deeply understands how easily her life could have mirrored the challenges of the youth she now champions. This personal connection fuels her unwavering belief in the underdog. Shay is a resilient and determined leader, never discouraged, and has been "counted out" many times. Despite this, she steadfastly ensures that judgment has no place within Project Rising Tide, fostering an environment of acceptance and opportunity for all.
